That "argument" can be applied to every club under the sun.

Everybody knows that Norwood have been doing that for years. Lots of gardeners, Trainers, staff etc to cover their tracks. But the sanfl is on its way down and out (except for a grand final crowd of free tickets just to boost numbers) so it doesn't matter much

Norwood has 3 ground staff, 8 office staff, 21 trainers (including doctors, physios) for all 4 grades.

Again, why would Norwood make an official record IF they're trying to make payments outside of the cap?
I understand that any club could do this, but it would most likely be the clubs that can actually afford to do it.
