It's not the one case that's the problem, it's the potential dozen or so that he's infected by being out and about hence the action.

I have heard there may be more cases in Melbourne announced soon but they seem to have it under control so far. Would be a strange move to close the border

Are the borders closed again? They are coming from the NSW side but obviously go through Vic to get to the SA border.
