The city loop was a good upgrade over used is my feeling on it. Watergardens what a joke it should have gone all the way to sunbury. The Laverton extention is a single line track not double single and with the new plan that is comming in will help the werribee line. Footscray and box hill were needed so that really is different situation but footscray should have each tracks joining the others not werribee and sunshine on different tracks.
