surely its only out on the full if the ball lands over the line???

I should ask though has he come off his line and the fieldy called play on before he kicks it???
if that's the case it should be a throw in if the boundary umpire knows the laws...

Not according to law 16.5 Disposal from out of bounds - Laws of Australian Football 2007
16.5.1 (b) (iii) Not bringing the ball into play in accordance with 16.5.1 (a) [ball kicked kicked, handballed or moved in one direction i.e. over the line of the mark - player can not move of the line of his kick (played on)] then the ball shall be deemed to be out of bounds and the boundary umpire shall throw the ball back into play at the spot where the original mark or free kick took place.
