It is fundamentally a form of Poll Tax - the thing that cost Maggie Thatcher office.
Or perhaps, if it is (as I suspect) based on property value, a form for Wealth Tax - a way of getting around the promise to not apply Land Tax to residences.

Yes, but they base the sewerage charge on the value of your property not on how much product they handle - so it is really a disguised Wealth Tax.
Perhaps we could scrap the sewerage system and post it to the relevant Minister in a plastic "Next Day Delivery" bag - it may be cheaper that way!
