In a warehouse somewhere in Australia sit 3000 pallets of Tamiflu, latex gloves and other medical supplies for managing a pandemic — all past their use-by date and destined for landfill.
The expired products have already cost the taxpayer almost a quarter of a billion dollars — and even the cost of keeping them in a warehouse prior to disposal is an extra half a million dollars a year. This is the hefty price tag that Australia is paying for its preparedness for a major pandemic.
A new report from the Australian National Audit Office has shown that the National Medical Stockpile has grown from a modest post-9/11 stockpile of antibiotics for anthrax, into a $750 million mammoth of antivirals, P2 masks and pandemic vaccines.
It makes Australia one of the most well-prepared countries in term of pandemic responses, but it also raises the question of whether the cost — and waste — of the program is money well spent....
… Facing high replacement costs to replenish the 110 million items in the medical stockpile, the Department of Health has been looking at cost-saving options, but with little success. One possibility was ‘cycling' products through the stockpile and then channelling them for use by health services or the defence department before their expiry date. However, the auditors found that the huge stocks of antivirals vastly exceeded the national usage, and this measure would only achieve cost savings of about 1%.
