On the contrary, I think this will be great for small business trading and will allow them to trade on weekends at a lower cost.
If you think retailers will not find workers who will accept 1.5 times usual rate for a Sunday think again.
I've never really worked weekends but I've never understood why you should get paid more to do so. I understand the impact to social and family situations, but that's the choice made when you go into retail surely.

because less people work on a saturday than a thursday, and its harder to get people to work on those days.

i wasnt arguing for their efficacy, i was just saying why they are a thing in the first palce.
lol ive just spent the last hour arguing with a mate on fb telling him i think some form of reduction in penalty rates is a good thing, and now i feel like i am on the other side here
