Technically you're not allowed to go "down" after playing higher.
That said, as you mentioned, it happens a lot and most sides turn a blind eye to it.

It's impossible for GG C & D grade to be paired for Away games. The only way this works is if your C/D are in Div 7/7R like a TTG.
