I agree that people shouldn't let cats roam free, but cats are shifty little bastards and sometimes get out. If mine got past me and a neighbour shot him, I don't know what would happen.
I'm pretty sure the cat owner can be fined if their cat kills someones animals. How many chickens died?

Feral or not, shooting anything in the head with an arrow is inhumane. That's why we have traps.

No a good person will assess the situation and do what's best for everybody. A good person wouldn't shoot a cat with a bow and arrow 4 times. Think about it. How long would it take you to set and reset a bow and arrow 4 times. And wouldn't you think the threat the cat poses to your chickens is much less when it has one or two arrows in it?
