Covers are a pain in the butt. Getting them on and off at the right time requires a fair bit of manpower when its windy.

Well that in itself would surely be off putting for clubs - imagine most are strained for volunteers as it is let alone adding the requirement for covers.
Last question - might be a dumb one, but does the whole square need to be covered, or could a club just cover a single pitch?
Ideally you would want to cover the whole square. Covering a single pitch could work if you had good coverage of grass on your square and we only had a few mm's of rain. If you get a decent amount of rain the water will run off the single cover and saturate the square.
Covers don't guarantee you'll always be able to play or the pitch won't be rain affected. There is always a possibility for leaks ....
