The public have played their part in the last 18 months abiding by rules and restrictions and slowly getting vaccinated, why haven’t the government and hospital system been preparing for the inevitable?

The public have played their part in the last 18 months abiding by rules and restrictions and slowly getting vaccinated, why haven’t the government and hospital system been preparing for the inevitable?
We've been preparing for it for the last 18 months - covid tasks forces, planning for surge workforces, building capacity to adapt wards into cope with more critically ill people - within the available resources but Doctors, nurses, etc and hospital beds cost money
Do you want a doubling of the medicare levy? Do you want the biggest public spend each year for States further increased to the detriment of what other government services??

It was a question based on Booneys post that 127 of the 160 in ICU in NSW were not vaccinated.
