Broad's rating meant the venue has now accrued three demerit points. This will remain active for a five-year rolling period. If it receives two more demerit points, the venue will be suspended from hosting international cricket for 12 months.
And this is the problem.
You need to have two bad ratings within a 5 year period, and then you still only get a 12 month ban.
This works in Australia, where its the same venues year in year out, but India has hosted test cricket at more than 50 venues. These places struggle to get two games in a 5 year period.
So the threat of not getting a test match next year isn't a threat, they know they will be rotated out next year anyway.
As such, they don't try and do the right thing, they do what they feel is best to help india win, knowing the ICC penalty is a non issue.
