Because if I live on Oxford Tce, and my dog decide it needs to have a dump, I can walk it wherever I want in the parklands at whatever time I want and it can lay a landmine and F*** anyone else who could be or are using that space at that time....

There's good management ( Burgess is exactly that ) and there's luck.
Impact injuries can't be prevented, that comes down to luck, doesn't matter how you spin it.
