CAP PROBE HITS A HITCH

The SANFL's investigation into South Adelaide's alleged salary cap breaches last year have stalled because of the league's own rules.

League salary cap officer John Condon reported a suspected breach to the SA Football Commission but the Panthers claim he had no right to look into salary cap affairs.

Point 18.7 of the SANFL salary cap regulations says, "the salary cap officer shall not be an officer or employee of the League or any league club".

Condon is named in the SANFL's Annual Report as an official.

"That's the point South has made and we have sought legal advice," league president Rod Payze said.

"(The allegation) is being processed within the legal provision of the salary cap and negotiations are continuing with South Adelaide."

The League has launched a review of the salary cap regulations. The Commission will meet today and it "may" discuss the current impasse, Payze said.

South is accused of paying former key forward Brent Tuckey extra payments outside his declared contract amount.

Commissioner and former North Adelaide general manager Jamie Coppins heads the salary cap policy revision committee.

The clubs have submitted suggestions for an overhaul of the salary cap regulations which are being considered by the Commission. A decision is expected by next month, Payze predicted.

South Adelaide general manager Ben Kavenagh declined to comment yesterday.

It is a shame that the salary cap is so small. If it were doubled, there would be less allegations of this happening. I can see why it is in place, but I can also see why it is too small - the AFL does not want the standard of the SANFL to be near the AFL.

South arn't out of trouble, the SANFL just need someone who is not with any other club.

In these types of cases who ever the representative of the club is who signed the contract (I realise they may not be there any more) and others involved who knew should not be allowed to be employed or hold any position with a SANFL/AFL club for a period of time. If they are members of professional bodies then they should be reported for alleged 'unethical' behaviour. Get tough on the individuals as well as the club. Introduce those rules and there may be some nervous people around some of the clubs.

Good idea in principal ca but that would decimate the administration of several high profile clubs AND the SANFL also -a lot of those guys there were at league clubs previously.....even some from the leafier suburbs might find their past catches up with them maybe?

.....still, on reflection, that may not be such a bad thing.

As for the Panthers, if you are innocent why call barleys on a technicality? As I think we all suspect this will end up with South being told "Stop!...or we will say Stop! again".

I understand why people want the salary cap dumped but just don't think it could happen. Currently Norwood and Sturt are struggling financially, this may change down the track or might remain the same but it would eventually mean the end for some clubs which would mean more supporters lost.

I think that once again it shows how amateurish the SANFL Admin is. They didn't even check their own rules before putting the process in place.

When South had their SOS campaign (Save our South) in about 1990, I donated.
When Sturt was singing out for money, I donated.
I haven't donated to Port but they haven't asked either.
I joined up my uncle to North when they needed support.
I go to games.
Its fair to say I think, that I have done my bit to support the local comp.

Since the advent of the Crows and Power, the fortunes of SANFL clubs have varied widely. The poor cousins of the comp were invigorated hence Central won a bunch of flags and the eagles have been bridesmaid many times. North have now done a fantastic job to resurrect themselves on and off field and full credit to them.

When Norwood gets its gaming up and running (and Sturt is about to do the same), other clubs at the top of the earnings tree now may wish that they weren't crying out for the abolition of the salary cap if it does get abolished.After Port and North, (and I think Centrals) the Legs have the highest membership numbers and Glenelg and Sturt aren't far behind. South, West and the Eagles struggle to build membership. I think Westies could be the club at biggest risk of disappearing in time.

After that long ramble, all I am saying is "survival of the fittest" might suit some clubs now that it didn't suit before the AFL clubs came in, and I wonder if their views would change if suddenly a $1 million profit in a year at Central or North was counteracted by a $5 million annual profit at another club? You bet it would.

A very amateurish effort by the sanfl who had at least 6 months to prepare its case. Rule 18.7 though is obviously a good one though because it would prevent an official with a vested interest shall we say in investigating a rival club. Or heaven forbid,one day perhaps his own club!!!!!!!!!
