is that the part at seaford or at regency pk?????

If you are talking about the underpass work at the Anzac Hwy intersection then i think that is due for completion by June this year.

Apparently OHalloran Hill or the expressway were blocked off around 6pm

i was on the expressway from about 5:55 till 6:05 and it was fine then.
