Say that you have terrible news - your bank account has been illegally emptied! Your bank has told you that the 10 grand that was in there has been stolen by an unknown source, most likely from an Internet/e-mail scam. You are devastated because not only is your savings now gone, but you are now unable to help honest people like her who really need it.

Similar to Mic's idea,how about telling her that you have been contacted by the Nigerian Minister of Finance and he is going to deposit $35,000,000 in cash into your account at a cost of the $2000 that Deb was going to get.Tell her if she can wait an extra day or two you will send her 2,000,000 instead.

I liked the idea of getting her, soory I mean, his, bank details and then give them to the Nigerian lottery scam.

I am terribly sorry about the delay Debs, It is causing me some concern that you are in such dire straits and I am not coming through for you. I am desperate to get the money to you and Western Union are just making it difficult for me. I have the money now so if you can send me your bank details, I can arrange a telegraphic transfer. My bank tells me this will put the money into your account within 2 hours.

then you casn pass it onto the Nigerians ;)
