Get a group of residents together. Go doorknocking and drum up support or find out whether there is any support. 100 individual letters have more impact the 150 signatures on ONE petition at all levels of goverment.
If it does not get fixed by doing that, next election day encourage all the neighbours to vote on the issue, using another door-knocking campaign.
