HRSA appoint Stephen Mulcay as new SA Chairman of Stewards

ADELAIDE, March 18, 2009 - Senior Victorian harness racing Steward, Stephen Mulcay has been appointed to the Chairman of Stewards position in South Australia.
Mulcay (47) won selection over an experienced line up of interstate and New Zealand applicants and he will take over the reins from Gerrard Lalor when he vacates his position at the end of the month.
HRSA Chairman Grant Goodall said that this appointment together with the recent appointment of General Manager, David Aldred underlines that harness racing in SA is striding forward in the right direction.
“We are delighted that Stephen has accepted this position. The combination of Stephen and David’s experience and skills provide our industry with the opportunity to progress the board’s change agenda to achieve the improvements expected from the new strategies put in place by the HRSA board during the last 12 months,” Goodall said.
Highly regarded by his peers, Mulcay is a dedicated and professional racing steward with many years of experience and he has a genuine passion for harness racing. He has worked under three different judicial systems and for various boards in Australia and New Zealand. Mulcay has been a Stipendiary Steward for more than two decades with his career including 18 years as a Steward of harness racing in New Zealand and the past five years as a Senior Steward with Harness Racing Victoria.
In Victoria, Mulcay has officiated over 700 race meetings and chaired approximately 47% of those meetings at Victorian tracks including Moonee Valley and various Group races, Country Cups and Breeders Crown semi-finals. A highly experienced and versatile steward and administrator, Mulcay has been recognised for his leadership and mentoring skills during his excellent career. He has been highly proactive in mentoring junior members on Stewards panels and redrafted policies in relation to Stewards procedures during his time with HRV.
In New Zealand, Mulcay officiated at the country’s Premier race meetings including the Inter Dominions. He also represented Harness Racing New Zealand Stipendiary Stewards on the working party for the introduction of the Judicial Control Authority (JCA) prior to 1996 and was highly involved in the training and development of junior harness drivers and presented training seminars and lectures for HRNZ.
Mulcay has advised Aldred and the HRSA Board that he will be ready to commence his new post in early April.
i thought secret groups were a thing of the past, well not on websites anyway

'silly billy' plays a good game of golf at the vines on sunday mornings ;)
i thought secret groups were a thing of the past, well not on websites anyway

Stewarding not the easiest gig, i thought Lalor wasnt to bad. But sounds like this bloke will improve decisions made by Stewards.

tell me this when things happen in races that appear obvious how come the stewards hardly ever asked blatant questions in the past, all we ask for is that if the rank & file think people see tactics change weekly, or maybe team driving for instance if questions were asked & answers/reasons given with a plausable 'excuse' you then move on but when questions aren't even asked that defies logic imho

dutchy, on face value most people, punters, drivers, trainers etc think that there wasn't much going on compared with what happens in other states

btw the stewards made a great decision in the first race tonight at port pirie i know we didn't see the start on sky but the correct decision was made ;)
