Because it's a bit like SACA, a 'boys club" and to change things is far too dramatic a step for them, sh*t that would actually mean they might have to make a decision. What a stupid thought!
By the time a club wants to go up and goes through all the constitutional crap, it's way too late. Their gun players are going to the Post Office to draw on their pension and the 10 year "window of opportunity" has been closed permanently.
They can't do anything in a hurry, that's what it's like up that way.
Aceman, try and comment on things you actually know about. The decision isn't the HFL Board's, it's the member clubs decision. It wouldn't make sense to change a two div system with 10 and 9 teams to a system with 11 and 8 (which could go to 7 if Cally fold) just because a club with false economy decides 6 weeks ago that they want to play in div 1 otherwise they are going to lose most of their good players.
The by-laws are in place so that so that a club gives itself time to plan for a move like that as well as giving other clubs in both divs time to also plan for the change.
If the TV committee didn't have the brains to plan for a situation like this to arise then they can wait and go through the due process just like other club have/would have to.
A boys club has nothing to do with it.
