It's kind of a no-brainer to the rest of the state the sfl has needed to return to a twin division comp for some time - using a relegation system.
As for juniors, I know that when points hit country footy some very smart clubs started buying up local junior talent and SANFL under age signatures (SANFL players would use the club as a home club incase they were dropped, injured etc.). Smart as when these SANFL players didnt make the cut they were considered zero point senior footballers who had come through the SANFL system and then were really worth somoething. A club in particular offered an incentive to under age footballers and their PARENTS that they'd get 50 bucks for every mate they brought out who signed up and played - this club not only filled a team and some, they made finals that same year. Again - this was not the SFL and the senior side they had on the park was competitive enough not to embarrass the under-ages too much...

Hey here's a last minute thought, split junior and senior competitions completely! A,B, C and under 18 (or whatever) and the rest is up to these clubs to promote and work with the junior clubs to create pathways.... maybe its being done I dont know.
