It shouldn't flash if there is no current flowing, if we assume no massive leaks from a microwave source.
So, I'd suspect some intermittent short in the wiring and get an electrician to check it.
An ordinary globe may simply heat up, or briefly glow a faint red, in such a transient situation and not be as noticeable.

Ordinary fluoro globes do flash when they are on the end of a dimmer switch and the voltage or current is reduced by the dimmer circuit.

To some extent, it depends who makes them.
I wouldn't buy a Mirabella anything after my experience replacing their products constantly in an Art & Craft Gallery I was a partner in once.
It was better once we stuck to Crompton, National, and Phillips globes.
But that was before the mini-fluoro came to us

The early fluoro minis lasted for years, but as more are being made as cheaply as possible they are lasting less well.
The spirals are more vulnerable than the straight ones when you are putting them into the fitting.
It is harder to handle them then without putting any pressure on the glass tube which can then crack where it inserts into the base.
Then the heat expands the crack and off they go!

I've bought a few GE mini-spirals from Woolworths and inserted them with great care, but though they advertise on the pack they last 8000 hours I've never had one last more than half that.
After the first few I decided to take them on, on principle.

So now I tape the docket to the box and take them back next time I'm at Woolworths and they replace them.
The first time the were hesitant until I pointed out that 8000 hours at 5 hours a night is 1600 days and these had lasted less than 450 days.
That would require them to have been on nearly 18 hours a day.
Now they don't argue.

I recently discovered a lump on my testicles. On some further examination I noticed it was not on the testicle so I was fine, Embarrassing Bodies taught me this.

Yeah, pretty sure it was THE CHANNEL NINERS.

And on Saurdays, it was SA's version of HEY HEY ITS SATURDAY, albeit in the morning (I think the original Darryl Somers version also started of as an AM show in Melbourne).

He was a pale imitation of the original, I think the same bloke perhaps did the voice of kids show character "Bookworm" a few years later.

Na, my class went to watch a live show recording and "The Cockroaches" just happened to be performing (without any leads plugged in) a couple of songs that day, we had to dance and mingle in with them, they had footage of me at the start of every show for about the next year, it was terrible.
