My sense of it is because of limiting resources (as in trainers mainly) the Division that can accommodate the C's & D's to double up each week would be highly preferential, followed by competing with teams that can align at the same levels or grades. Whether its Div 7 or 8 or C Comp is a matter for the programmers to hopefully get the right mix. The nature of the competition at is currently stands doesn't always allow this unfortunately. That said what the Coaches have on their wish list I can't say.

The same could be said for Divs 1, 4 , and 7 last year. The point I make is that the Division is not necessarily the prime consideration.
