There are a number of social clubs around that you can join where you can get an official handicap.
Try MatteeG and see if he is still involved with the Cove Golf Club or even look up SGA Tour

Be prepared for a rough ride, unsure of how well they maintain it over the summer but the winter season would have just begun. Green fees should be reasonably cheap.

The Dunes at Port Hughes......
Most sand greens courses would only be weeks into the season and without any decent rain yet you could get anything. No idea which ones have irrigated fairways.
