Whilst the APFL isn't referenced directly, the problems are the same. The APPS system has increased demand by limiting supply and inflated player payments. The CFL are looking to make changes to the APPS system but this has stalled due to bickering between the leagues.
The statement “Brown paper bags and football mercenaries threaten to undermine a positive culture built around social inclusion that has served many for a long time,’’ is true for country football. Rules toward restricting player movements and attempts to control player payments continue to be debated and sometimes backfire, such as APPS vs payments. Before APPS there was the farcical salary cap.
I wonder if the clubs that pinch hit flags see themselves as successful? I guesss they do. It's much harder to build a culture of success that attracts and retains, so the cheque book is easier. I often hear - 'if we don't pay players then we won't be successfull and then nobody will want to be here'.
