so here is the situation

Dear Club,
The C9AFL is facing a cancer in its lower grades, numbers are falling off dramatically, we are losing teams, and we have afflictions in our structure. The league is sadly shrinking
To inflict an expansion and justify the faults in this structure we are firstly seeking a separation of A-Grade clubs playing C-Grade teams in the lower divisions
To do so, we will affiliate any C & D Grades club to a division 8 or 9 and no C & D grade outfit will ever be involved in div 6 or div 7 forever more.
As a result we are seeking to found 7 PURE A-GRADE DIVISIONS.
Unfortunately by removing 5 teams (c-graders) from div 7, we now only have 4 a-grade sides left (Mitchell Park, angle vale, flinders uni & north pines).
To fulfill this void we unfortunately have to introduce BYES into divisions from div 3 down. This will create 9 teams per divisions. As a result we will also have to push multiple teams down a division to to create 7 even stacks.
Please see a draft below. this structure is based on current ladder standings as of now...

Therefore in 2015
# any team winning a 2014 premiership will be granted promotion to its higher division
# Any team who makes the finals this season can expect to remain in its current division
# BUT if your club finishes outside of the finals in 2014, expect the likelihood of going down a division. It here where sacrifices need to be made, so we as a footballing community can have a better league for the long term future
# Also by having 5 byes, from div 3 down, we will have vacancies in which we would like to invite new clubs to the league. Please expect outside clubs to affiliate and as a result remove the bye in a particular division. This may seem as a free ticket to outsiders but offering new clubs a place in our division 7 to highly established football clubs is highly unattractive and the offer will not be taken. new clubs need to be lured to higher divisions.
# For our current division 6 & 7 clubs, also consider the fact that no more, never again will a c-grade or d-grade club win a flag in which any agrade entity was in the running. im sure many of you have experienced losing grand finals to a thirds or fourth side. the depth of div 1 & div 2 clubs will no longer be a hurdle for our little battler clubs in div 6 & 7.
# This is a JUSTIFICATION to make things better for our competition, sacrifices need to be made in the short term, to benefit the long term. my only advice to your club is to
