I think the rules are the AFL players fit and available have to play ahead of the top ups? Surely someone with half a brain could concocted an injury for Butcher or better still just injured him in the rooms (ambush in the showers just like in Prison) so they didn't have to play 1 short with him in the 21!

Staggered Young doesnt play much AFL, doesnt get a heap of it but uses the ball well unlike several others out there
