It follows a different group of survivors at the time the outbreak first happened. Initially the first season is only 6 episodes because that's how long TWD first season was but I don't know if you saw the webisodes TWD crew used to do to compliment each new TWD season but it sounds like it could be similar to 'Torn Apart' (the webisode series prior to Season 2 of TWD).
I thought both 'Torn Apart' and 'Cold Storage' were pretty good but the last ones 'The Oath' which was a lead in to Season 4 not so much.
