It doesn’t and wouldn’t want to because it doesn’t need to. It has a structure in place that manages that. It’s called a tier system, which enables the governing body to function and only be involved in critical or presidential issues. You could be pretty sure the AFL forming a Reserves League that would need to play in SA would be seen as both.
