There is too much incentive with percentage to only lose by a small margin, remove that incentive and teams should go for the win more if it makes no difference to lose by 1 goal or 10.

Not that silly, let them throw it, would keep the ball moving alot more. Then you could penalize anybody who doesnt get it out, even if arms are pinned. No grey area at all,easy to umpire. Its ******* rugby already as it is.
