The rest are just playing for occasional wins against each other.
Rosewater + Ingle Farm will be at the bottom end of the table - no idea on Eastern Park as have only played the one match - Para Hills and Houghton will be 6 and 7 but fair way off the top 5 IMO.

Didnt GG lose a Preliminary Final in C5 last season?
Add a few ex Div 1 players and drop down a grade?

No solution, it is what it is.. until all clubs have C grade sides, there will continue to be good D grade sides that have to plug the gaps.
You can't run a promotion / relegation system with C grade, because logistically it becomes too difficult to align games and stretches volunteers even more. Triple Headers win for this reason.
I wouldn't be against seeing clubs field C/D or D/E grades in D7 again though if they were capable, help get that div back up to say 10.
Even if every club had a C grade though, you'd still get some beltings each year just based off cattle / depth.

Wouldn't be so bad if they were becoming the 10th team only, and D7R had 9 teams, you could just have a bye round for the B grade sides that season - wouldn't be the first time.
C7 has no relation to D7 - it's purely clubs lower grades (D,E,F etc). No D7 club has a C grade (at least I don't think without looking?)
