What’s the solution there though? Salisbury and Eastern Park enter a C Grade team being promoted into D5 and PACOC win the C5 flag so should get to stay there.

Last time it was close to a fair playing field was the Club18 year when it was all D Grades

No solution, it is what it is.. until all clubs have C grade sides, there will continue to be good D grade sides that have to plug the gaps.

You can't run a promotion / relegation system with C grade, because logistically it becomes too difficult to align games and stretches volunteers even more. Triple Headers win for this reason.

I wouldn't be against seeing clubs field C/D or D/E grades in D7 again though if they were capable, help get that div back up to say 10.

Even if every club had a C grade though, you'd still get some beltings each year just based off cattle / depth.

Not this year. Para Hills did a couple ago, but they could play up in C6 as D6 clubs are never all with C grade.
