I'm not saying I support the current project, it's policies, or cost.

I'm talking purely from the point of view that our current infrastructure is horribly archaic.
It stunts what we could do and what we could offer.

So is there a tangible benefit or not?

Maybe, but clearly it will cost far less than $45B over the 10-15 years to complete, as revenue will come in to offset (exactly to what extent is debatable) the capital cost to construct.

Also, ROI is only one aspect of the benefit ...

List some real benefits that you can not achieve now...

My internet is fast enough, I don't think spending a potential $90 billion is justified.
Just make sure people in rural areas have decent internet and spend the money on hospitals or schools.

Rather than make those people in rural areas come to the big smoke to go to the hospital they will be able to use the NBN and eHealth applications to get their treatment/advice.

I've spoken to my GP and to two specialists up here in the Country who reckon their current speeds are good enough for medical use right now. As one said to me, if it is going to cost $40bn-plus to allow me to send complex data files and images to Adelaide or London in 11seconds instead of 22 seconds then it is questionable. He also said current Skype speeds are well within satisfactory limits even in life saving situations.

Perhaps some exponential growth in traffic volumes should be factored in. The current levels of data transfer would be a lot higher if the capacity of the network was higher.

Launching the Coalition’s long awaited response to the government’s National Broadband Network program, Mr Abbott denied that providing a floppy drive and monitor without the computing box to plug them into would leave Australian households with a second best solution.
“If people want that extra functionality,” he said, “they can spend a few thousand dollars to upgrade to a very fast 386 or even 486 computing box.”
When asked by Leigh Sales what a ‘386 computing box’ was, he admitted he wasn’t "across the brief" but, “Here’s everyone’s favorite! The internet’s Malcolm Turnbull!”
Mr Turnbull immediately deflected criticism of the lack of a computing box, by pointing out that the monochrome monitor was not some old fashioned TRS 80 green screen, but rather a much cooler-looking mandarin-hued model, which was more than adequate for most people’s needs.

“It was supposed to be just Tony and Dennis Shanahan,” the spokesman said. “Dennis can’t even read his emails. A secretary types them out for him. We thought he’d be good for us.”
Instead, Mr Abbott had to repeatedly defer to his communications spokesman to handle the demanding technical details of the policy. Mr Turnbull admitted the whole thing was "really just a bag of dicks", but urged the assembled journalists to take note of how much more impressive he looked than his leader when talking about this stuff.
Mr Abbott, repeatedly trying to plug one of the demo model floppy drives into a power point said he "wasn’t really a tech head".
Reaction to the announcement was frothingly positive in the News Limited press, where news that the NBN would not be able to compete with Telstra was hailed as ‘excellent’ by major shareholder and noted Sith Lord, Rupert Murdoch.

Dunno about that...
Internode recently doubled my downloads to 10GB per month at no extra charge, but I don't use much over half most months.
My average consumption may be up about 10% because I'm prepared to download updates twice for two machines rather than transfer them on a USB stick now.

I can see that business use and the big private download users may escalate consumption once unleashed, but how much should we the majority be subsidising that group.
(It is like the SA public paying to upgrade the Adelaide Oval for the less than 2% of the population who ever go there.)
