Well, why would the Federal Education Minister be told he can't enter schools in his OWN country.
You pretty much have shown yourself how silly the action of the Queensland Coalition was. Both Federal and State governments are responsible for management of the school system.

During the Election Campaign the ALP minders in WA are reported to have told the Federal ALP Caucus that they did not want Julia Gillard visiting WA or campainging with any of their members as they felt it would do their election campaign damage.

And the states do run the education system and even under Gonski would have to put up most of the money.
That's why they are reluctant to sign up - the federal money has strings.

During the wa election the members for the labor party in that state told Julia to keep out. If you don't believe me then check it out.

Education is both a responsibility of the Federal and State Governments, hence why we have both a Commonwealth Department of Education and a State Department of Education. The Commonwealth has more power in Education than the states, simply because our constitution states that in areas of concurrent powers (such as Education) the Commonwealth law will always prevail.
An example of this was in the Franklin Dam case where the Tasmanian State Government wanted a dam built but the Commonwealth was able to stop it.

Under the law the way it is, the Federal Minister of Education carries more weight than the State Minister of Education.

So its ok to ban the prime minister, but not ok to ban the education minister. You say " not sure of the relevance", not sure where you are coming from. If the prime minister is banned , the leader of the country, from a state election, i dont think that looks very good (mind you even worse from her own side in that state). so yes, there is relevance, in your words

She was told not to enter the state WHILST the STATE election was being run. Now if that is not along the lines of "banning" someone in your world, i dont know what is.

Banning means, according to the Webster Dictionary:

Has Mr. Garrett been prohibited by legal means of visiting schools in Queensland?? YES

Was Ms. Gillard ever PROHIBITED by legal means of visiting Western Australia?? NO

The words were never attributed to a quote from the leader of the WA Labor Party, just of the journalist.
I repeat though: Julia Gillard was never BANNED from WA. You and I both know that.

There is a huge difference between deciding that you do not want the Prime Minister to campaign with you for an election and actually banning a person from doing his job by not letting him visit his workplace.
