It can't just be a free kick otherwise teams will do this to stop a run on. The penalty needs to be the removal of all scores.
However, in this instance, if the Eagles captain didn't ask the umpires for a headcount, then why are they complaining? If they know the rules, go about the right process to ensure they are enforced.
If they DID go about the right process, then the SANFL must remove those responsible.
If they didn't go about the right process, then they have themselves to blame. Play on.

Maybe they did? Then they didn't know how to sneak the extra bloke off without raising attention, maybe?

Both teams stuffed up, North obviously by having too many on the park & Eagles by not calling for a head-count.
Under laws of the game the result should stand - North rolled the dice and got away with it.
If the SANFL does choose to penalise North through a change of result, realistically they have two options...
1) Replay the game at the time the GF would have been played - this would allow the GF to play in it's rightful timeslot of the Sunday of the longweekend.
2) Disqualify North, Norwood are awarded the Premiership.
Eagles have no claim on the match result as they had their opportunity to act (headcount) and they did not take it. If the SANFL decided to give it to the Eagles (or option 2 above), I can see this heading to the Supreme Court as North could challenge that it would be in breach of the organisation's laws, and as such we likely would not have a result for weeks.
As a member of the NAFC I received this email around noon today.
As you are most likely aware, there has been some controversy surrounding our great win in the Preliminary Final yesterday regarding having 19 men take the field at the beginning of the last quarter. As we have acknowledged, this is correct and was the result of an accidental interchange issue where our bench thought we still had one player in the changerooms getting treatment. This was not the case, and as soon as we realised we had an extra player on the field, a player was immediately removed, being a few minutes into the quarter. This was not picked up at the time by the interchange stewards either.
This incident was subsequently reported to the SANFL post match and the SANFL are reviewing the matter and updating the clubs when possible. We hope to have resolution to this matter today, and in the meantime we are continuing our preparation to play Norwood in the Grand Final this Sunday.
Someone, claiming to be an WWT member has posted on 'Adelaide Now' that they have received an email from WWT that the club's lawyers have served papers on the SANFL at midday today. Kind of appropriate. A high noon stoush! Strap yourself in and get ready for the ride! It's about to get supercharged...... Rob Gerard will be on the phone to Greg Griifin right now!
