There is only one reason why the number of games has to be a multiple of 9.
21 is a multiple of 7, and 7 is what you get when you take 2 out of 9. The fix is obvious.

Or take a leaf out of the AFL's book (!) and have pre finals bye week, followed by double header semi finals.
Or just stick with the final five.
