Why can't they come in as planned, split the home games between the existing grounds (Hobart & Launceston) while they sort out the stadium?
The Gold Coast stadium I think was the centre of significant upgrades after the Suns came into the comp.... why ask the Taswegians to have the stadium from day 1?

When the Tassie government cans it the AFL can wipe their hands of it and come out looking like the good guys.

My guess.....
The stadium will get done but probably not by the 2028 deadline.
The AFL to 'allow' the Devils to spend the first year or whatever at the current stadium provided the stadium deal is signed and built by 2029 or whatever.
