Attorney-General says Parole Board erred in granting freedom to Snowtown killer James Vlassakis as he appeals release

Granting parole to the youngest of the “Bodies in the Barrels” serial killers is a mistake that fails to account for public safety amid concerns he might not abide with release conditions, the state’s top lawmaker says.

On Thursday, Attorney-General Kyam Maher released to The Advertiser the grounds on which the state government will challenge the granting of parole to James Spyridon Vlassakis.

State law imposes ICAC-like restrictions upon discussing challenges to parole, however, both Mr Maher and The Advertiser were granted permission by Parole Administrative Review Commissioner Michael David KC to publish the grounds.

“I have been authorised by the Parole Administrative Review Commissioner to disclose the following information,” Mr Maher said.

“I have made an application for review by the Parole Administrative Review Commissioner of the decision made by the independent Parole Board to conditionally release on parole James Spyridon Vlassakis.

“The grounds contained within the application for the review are:

• In all the circumstances, the Parole Board has erred in granting the prisoner’s release on parole, as it failed to give proper weight to:

• The safety of the community under s 67(3a) of the Act;

• The likelihood of the prisoner complying with the conditions of parole under s 67(4)(b) of the Act;

• The circumstances and gravity of the offence under s 67(4)(c) of the Act; and

• Any reports tendered to the Board under s 67(4)(f) of the Act.

“I have also been authorised by the Commissioner to disclose that a directions hearing has been scheduled for Friday 31 October.

“Again, very strict confidentiality requirements apply to this process. These are requirements in law, and I am not able to comment further at this time.”

Should the appeal not be successful, Vlassakis will – it is believed – become the only paroled serial killer in global history.

The definition of “serial killer” as agreed upon by most international law-enforcement agencies is a person who killed three or more victims over a space of more than a month.

In the United States, the definition is a person who kills at least two people.

The murders, in which 11 people died, became known as the Snowtown killings after victims’ bodies were hidden inside barrels in a disused bank at the Mid North town.

Vlassakis, 45, pleaded guilty to committing four of the murders – including that of his half-brother Troy Youde, who was also tortured.

Another of his victims was his stepbrother, David Johnson, who was the only person murdered at Snowtown.

Vlassakis also gave evidence at trial that helped convict fellow murderers John Justin Bunting and Robert Joe Wagner, who are serving life sentences without parole.

That resulted in a permanent suppression on images of Vlassakis, and high levels of secrecy regarding his arrangements in prison.

Mark Ray Haydon, who covered up the murders, was paroled in 2024 and is subject to a restrictive extended supervision order governing his liberty.
