mine doesn't, it's able to pass through it and get's soaked into the ground. There might be other brands of fake grass which might not allow it to pass through easily and could.

My fake grass is pretty awesome. I was never a fan, but this "grass" has the "just been mown" look, and it feels good under my feet.
We do get a couple of weeds come through every now and then, but its better than having to mow it every weekend.
