If the Aliens had cloaking devises on their space ships, wouldn't it be logical to use the cloaking devise while moving in earth's atmosphere and while landed on earth itself? Why then if the space ships (UFOs) are using cloaking devises on earth, they can be seen by so called witnesses and airline pilots? Wouldn't it be logical that the aliens having cloaking devises their intention was not to be seen by earth creatures?
You say UFOs travel too fast for a digital camera but they can still be photographed with a basic 1950s camera????

So the aliens spend huge amounts of whatever they use for currency developing space craft, spend huge amount developing cloaking devices for their space craft, travel light years to a distance planet just to troll the local inhabitants.
