Surely, as I do at work ( and I work with lots of tabulated performance related charts that simply can't all be remembered ) why not say "I'm not sure of the exact figure, I can confirm this with you in due course."
Why not say that? Sure, he didn't know the answer and looked quite the fool in doing so, but surely the above would be better than simply trying to avoid the question or bullshitting?

Mr Abbott's announcement today regarding terrorism laws etc was pretty predictable. But did anyone else feel that Mr Shorten's response was pretty bloody poor - no way did he present a palatable option on the issue, just a soft indication that we needed more liaising with the vulnerable (highly similar to the response from the Greens).

The situation we face in this state and nationally is the alternative gives you no hope that "the grass is greener".
