My take.

Because the logic was if he had caught it by picking up a pizza it was a super virulent strain.

The reality was cleaner caught from hotel guest, passed to security guard 1 who passed it on to Security guard 2. Zero transmissions to casual contacts (ie Pizza buyers). Transmissions were through close contacts.

AS a lot of time was spent on the wild goose chase (all people with any contact with pizza bar ) there were some delays in legitimate contract tracing.
